The sample is used as visual guide in grading grain at the domestic level and represents, as nearly as possible, the minimum visual quality for the grade, as dened inthe Canada Grain Regulations. After harvest, grain samples from the new crop are sent to the inspection division of CGC. Portions of the previous years standards are included because of the carryover stocks from year to year. The samples are graded, analyzed, physically tested, and blendedinto samples representing minima in visual quality, by statutory denition, for each grade. Portions of the samples are then sent to CGCs Grain Research Laboratory (GRL) for quality testing. After the analysis, the sample and all the pertinent data are submitted tothe appropriate Standard Committee (Eastern or Western) and, if acceptable, are recom-mended for adoption by the CGC. On approval of the proposed samples, they become the ofcial primary standard samples. They are supplied to CGC and private-sector grain inspectors to be used as guides in grading grain at the domestic level and at terminal elevators. They may also be supplied to importers and overseas agencies when an export standard sample has not been estab-lished for the grade. In conict in interpretation between the primary standard sampleand the ofcial denition of the grade, the ofcial denition takes precedence. 4.3.2 Export Standard Sample Export standard samples are prepared for grades of hard red spring wheat, amber durum wheat, and any other grain that, in the opinion of the CGC, is likely to be sold for export. They providea guarantee to buyers that shipments during the crop year will be close to the visual quality ofthe export standard sample of the grade for which the shipment is certied. They represent theaverage quality of all grain of that grade likely to be exported during the crop year and, ineffect, represent the minimum visual quality the buyer will receive for specied grade.
