targets set by them on HSE du ring the project implementation. The contractor shall ensure that his staff members & 
workers (permanent as well casual) shall not be in state of intoxication during working hours and shall abide by any 
law relating to consumption & possession of intoxicating drinks or drugs in force. Awareness about local laws on this issue shall form part of the Induction Training. The contractor shall ensure that all personnel working for him comply with No- smoking requirements of the owner as notified from time to time . Cigarettes, lighters, auto ignition tools or appliances shall not be allowed inside the plant complex. Smoking shall be permitted only inside smoking booths expressly designated & authorized by the Owner/MECON. 3.1.1 The Contractor shall adhere consistently to all provisions of HSE requirements. In case of non-compliance or continuous failure in implementation of any of HSE provisions; OWNER/ MECON may impose stoppage of work without any Cost & Time implication to Owner and/or impose suitable penalty for non-compliance with notice of suitable period, upto cumulative limit of 1.0% (one percent) of Contract value with ceiling of Rs. 1 lakhs. 0.2% (Zero decimal two percent) of the contract value for LSTK, EPC, EPCC or Package contracts with an overall ceiling of Rs. 1,0,0,0/- (Rupees one crore). .
